In Payne v. City of Perris, supra, 12 Cal.App.4th 1738, 16 Cal.Rptr.2d 143, the court stated: "To provide effective entity control and thereby possibly reduce the frequency of accidents, the policy must control and channel the pursuing officer's discretion by providing objective standards by which to evaluate whether the pursuit should be initiated or terminated. At the very least it should instruct and direct the officers on what factors should be considered in deciding whether to pursue the fleeing suspect."
