6 This opportunity for administrative review of the subject document serves to distinguish the present case from Aguilar v. Johnson (1988) 202 Cal.App.3d 241, 247 Cal.Rptr. 909, relied on by plaintiff. There, the chief of police placed a citizen complaint in a file separate from the officer's personnel file. The court concluded that since the officer was neither given notice of or an opportunity to respond to this complaint, sections 3305 and 3306 were violated.
