The scope of the standard of reasonableness has been refined, if not extended, to include issues that (1) relate to the interpretation of the administrative tribunal’s “home statute” or statutes closely connected to its function with which it has familiarity and expertise, (2) raise matters of fact, discretion or policy or (3) involve inextricably intertwined legal and factual issues: Smith v. Alliance Pipeline, [2011] SCC 7, [2011] 160, at para. 26.
