What is the relevant date for retroactivity of basic child support for the purposes of retroactive child support?

Ontario, Canada

The following excerpt is from Douglas v. Mitchell, 2009 CanLII 42451 (ON SC):

The motions judge held that the relevant date for purposes of retroactivity of basic child support was July, 2005, the date when the application was first brought. He recognized, on the authority of Heimstra v. Heimstra[3] that the date could be fixed when the issue of child support was first broached by the applicant to the respondent but found that the evidence in the present case was unclear as to when this may have been.
