Does a charge for installing a sanitary conveniences have priority priority over a tax assessment?

Saskatchewan, Canada

The following excerpt is from Royal Bank of Canada v. 238842 Alberta Ltd., Sands Hospitality Investments Ltd. and Ashk Development Corporation Ltd. (defendants), Saskatoon (applicant) and Mowbrey Stout Ltd. (respondent), 1985 CanLII 2369 (SK CA):

This position is supported by the case of Town of New Toronto v. Aull, [1933] O.W.N. 661, in which the decision was reached that charges relating to the installation of sanitary conveniences which were collectable “in the same manner as municipal taxes”, were intended to give the same priority to such charges as would have been enjoyed by a tax assessment.
