Can the Complainant's mother argue that proceeding with her daughter's complaint will have a deterrent effect?

British Columbia, Canada

The following excerpt is from De Silva obo Peter v. Vancouver Community College, 2014 BCHRT 213 (CanLII):

To the extent that the Complainant’s mother is arguing that proceeding with her daughter’s complaint will have a deterrent effect, this must be weighed against the argument that allowing a late-filed complaint to be accepted, in the absence of a compelling explanation for the delay, could encourage other complainants to ignore the substantive time limits set out in the Code: A obo B v. School District No. C and another, 2009 BCHRT 256, para. 101; Johansen v. Southern Railway of B.C. and another, 2011 BCHRT 239, para. 33.
