McEachern C.J. of the British Columbia Supreme Court (as he then was) identified some basic requirements of natural justice in Bloom v. College of Dental Surgeons of British Columbia, [1980] B.C.J. No. 1621 at para. 27 (S.C.): “In particular, it is essential that there be no pre-judgment of an issue, no real or apprehended bias, and no real or threatened conflict of interest on the part of the decision makers”.
