What are solicitor and client costs?

Northwest Territories, Canada

The following excerpt is from Commission Scolaire Francophone c. Territoires du Nord-Ouest (Procureur Général), 2012 NWTSC 44 (CanLII):

In general, awarding solicitor and client costs is not the norm. It is an exceptional measure, usually reserved for situations where there has been reprehensible, scandalous or outrageous conduct by one of the parties: Young v. Young, 1993 CanLII 34 (SCC), [1993] 4 S.C.R. 3. In such cases, costs are a means for the court to penalize the conduct of the party in question.
