Can a defendant town be held liable under the rule in Rylands v Fletcher v Fletcher?

Saskatchewan, Canada

The following excerpt is from Lawrysyn v. Kipling (Town), 1964 CanLII 399 (SK QB):

I have searched the authorities quoted me by learned counsel and I have been unable to find any statutory authority which in any way relieves the defendant town from liability under the rule in Rylands v. Fletcher. It is not necessary for the plaintiff to establish negligence under this rule.
