In USA v. Hulley, 2007 BCSC 976, Cullen J. stated, at para. 25: ... the inconsistencies within and between their accounts and with other evidence summarized in the ROC and SROC, those are issues of ultimate reliability rather than threshold reliability and do not negate the justice or rightness of committal in this case. I start with the proposition that the evidence tendered by the requesting state is subject to a presumption of reliability.
