Notwithstanding the court's explanation, plaintiff next contends that if there is a modification of the use of the property in question which will cause an interference with the property owners' rights, the property owners may then maintain a subsequent action for damages. (People v. Ayon, supra, 54 Cal.2d 217, 229, 5 Cal.Rptr. 151, 352 P.2d 519.) While this assertion is accurate, it does not resolve the issue.
