not allege compliance with the claim presentation requirement or any excuse for failure to comply. "[A] plaintiff must allege facts demonstrating or excusing compliance with the claim presentation requirement. Otherwise, his complaint is subject to a general demurrer for failure to state facts sufficient to constitute a cause of action." (State of California v.
